In response to Ilham Aliyev's harsh remarks against Europe and France at COP29, Azerbaijan's Ambassador to France was summoned to the French Ministry of Foreign Affairs.

On November 19, Azerbaijan's Ambassador to France, Leyla Abdullayeva, was called to the French Ministry of Foreign Affairs.

The French Ministry of Foreign Affairs stated that Abdullayeva was summoned due to the "unacceptable" comments made by the Azerbaijani government at COP29. The statement also noted that French officials' visit to Baku had been canceled due to these remarks.

"Following the Azerbaijani government's unacceptable remarks targeting France and Europeans during COP29, and the subsequent cancellation of the participation of France's Minister for Ecology, Energy, and Climate, Agnès Pannier-Runacher, at the UN conference, the ambassador was summoned to the French Ministry of Foreign Affairs. Azerbaijan's hostile actions must come to an end," the statement emphasized.

The opening ceremony of COP29 and the leaders' summit were held in Baku on November 11-12. In his speech, President Ilham Aliyev accused several Western European countries of hypocrisy and deceit. He also accused France of exploiting the resources of maritime territories in the Caribbean and the Pacific Ocean region, as well as violating the rights of the peoples in France's colonial territories, including New Caledonia, French Polynesia, Mayotte, Wallis and Futuna, Corsica, Reunion, Guadeloupe, Martinique, French Guiana, Saint Pierre and Miquelon, Saint Martin, and Saint Barthelemy.

"President Macron's regime has caused the deaths of 13 people and injured 169 others during this year's legitimate protests by Kanak people in New Caledonia. Additionally, 1,700 people were arrested. In Martinique and Guadeloupe, 38 people were arrested during protests this year," Aliyev stated, urging the French government to "release all political prisoners."

Following these remarks, France's Minister for Ecology, Energy, and Climate, Agnès Pannier-Runacher, decided to cancel her participation in COP29.

On November 13, she explained in the French Parliament that after hearing President Aliyev's comments, she consulted with the Prime Minister and President Emmanuel Macron, ultimately deciding to withdraw from COP29.

"Aliyev's remarks at the opening ceremony of COP29 about France and Europe are unacceptable. The attacks on our country, its institutions, and its territories are baseless. Azerbaijan is using the fight against climate change for its own provocative purposes. These attacks are gross violations of the UN Framework Convention on Climate Change's Code of Conduct. They will not go unanswered," she added.
